To edit the news of this month, you may

go to Special:Recentchanges and
click "Edit latest news of this month (en) " link at the top. It is automatically renewed at the beginning of every month and leads you to the current month template (if exists). Otherwise you get a blank page and can create a template and need to include it to the Template:News-en.
